The workarounds already exist — battery buffering, managed charging, battery swapping, phased depot design — but they're buried in utility filings, regulatory dockets, and pilot reports no operator has time to read. The gap is surfacing what actually worked elsewhere and keeping the plan grounded in current, cited reality as the interconnection rules keep moving.
